CyberLign is a fiber-to-the-premises (FTTP) provider, delivering high-quality fiber-based broadband services to both residential and business customers. Our mission is to offer the best possible broadband experience. To achieve this, we implement network management practices designed to enhance overall network performance for all users. These practices are nondiscriminatory and comply with FCC regulations and applicable laws. As technology evolves, we may update our network management practices to stay current with new trends. Any changes will be reflected in this disclosure as needed.
Congestion Management
We continuously monitor traffic on our fiber network to ensure we have sufficient capacity to deliver high-quality internet services to our users. The traffic we monitor is derived from the internet services provided to our customers. Our congestion monitoring does not target specific content, applications, websites, or users; instead, we analyze aggregated traffic patterns and trends. While traffic congestion is rare, the patterns and trends assist us to proactively add capacity to our network to prevent service degradation and mitigate traffic congestion. In the event of congestion, users may experience slower speeds and reduced responsiveness from websites and online content. During congestion, we do not block access to any lawful internet content, services, or applications. While we do not monitor specific user traffic, we reserve the right to limit, modify, or prohibit access to our network to prevent abusive, illegal, or harmful conduct, consistent with our Terms and Conditions and Acceptable Use and Privacy Policy, as that conduct may impact the integrity of the network for all users.
Application-Specific Practices
CyberLign provides our users with full access to lawful internet content, services, and applications. We use standard industry tools and generally accepted practices to protect our network from harmful content and activities. Please see our Acceptable Use Policy for additional information.
Device Attachment Rules
CyberLign does not impose general restrictions on lawful devices connected to our network, provided they are both compatible and not harmful to the network or other users. If using a wireless router to connect to our network, other compatible devices connected to that router, such as computers, tablets, and smartphones, could access our network.
Network and End User Security
CyberLign employs various measures to secure our network, including blocking known hostile ports to prevent browser hacking, virus attacks, and any unwanted files. However, customers use internet services at their own risk, and we cannot guarantee protection from any or all security breaches.
Performance Characteristics
General Service Description
Our broadband internet access service allows residential and business subscribers to access all lawful content, applications, and services available on the internet via an internet-enabled device, either through a wired or wireless connection. We deliver our all-fiber services directly to the premises, with customers accessing our network via cabling connected to a router or other internet device.
No internet service provider can guarantee specific speeds at all times. The actual speed a user experiences depends on various factors, including the user’s device, personal network configuration, and the performance of the visited website.
Expected and Actual Speeds and Latency
Expected Performance: We offer a variety of broadband internet service levels, with descriptions of the expected maximum transfer speeds for each level available on our website at www.cyberlign.com.
Speed: The speeds identified for each service level are the maximum download and upload speeds customers are likely to experience with proper equipment. However, these speeds are not guaranteed at all times. It’s important to note that bandwidth is provided on a per-account basis, not per device. Our speed claims represent the maximum potential speed at the demarcation point between our network and the customer premise (the optical network terminal, or ONT). Beyond the ONT, speeds can vary based on a number of uncontrolled factors, including the user’s device and/or network equipment (the age, configurations, capabilities, the type or operating systems utilized), as well as any external congestion. Any speed claims specifically stated to be beyond the ONT would represent the maximum wired network speed capability recommended with setup or the aggregated speeds of multiple devices connected to the router using separate Wi-Fi frequency bands.
Latency: Latency refers to the delay or lag experienced when data travels across a network and is typically measured in milliseconds. Latency varies based on factors, such as the distance the data is traveling between the customer’s device and their internet destination; the capabilities, quantity, and types of networks crossed; and overall network congestion. Therefore, it is not possible to provide a single latency figure for all users, but it generally has no significant impact on everyday internet usage.
Actual Speed and Latency Performance: Actual speed and latency may vary depending on network conditions and other factors, as mentioned above. Using a wired connection, our broadband internet service typically conforms to national wireline broadband internet speed and latency levels reported by the FCC.

Suitability for Real-time Applications: Our broadband internet access service is suitable for typical real-time applications, including messaging, voice applications, video chat, gaming, and internet video. Non-Broadband Internet Access (BIAS) Data Services
Non-BIAS Data Services: We currently do not offer “non-BIAS data” services over our network but reserve the right to do so in the future. Examples of these services include dedicated bandwidth for business users, Voice over Internet Protocol (VoIP), and Internet Protocol video.
Effects on Broadband Internet Access Service: During rare instances of traffic congestion, voice traffic and IPTV services are prioritized until congestion clears. End users may experience slower internet services during these times, but we will not block access to any lawful internet content, services, or applications.
Commercial Terms
Residential Pricing: CyberLign may periodically update the pricing of its residential internet services. Current pricing can be found on our website at www.cyberlign.com. While we do not currently charge fees for usage, we reserve the right to impose additional fees for excessive network usage. End users may also incur charges related to installation and recurring taxes, fees, and surcharges. Our website provides an accurate summary of all one-time and recurring charges at the point of sale.
Business Pricing: Pricing for business-level internet and related network services is quoted independently by our business sales representatives. While we do not currently charge fees for usage, we reserve the right to impose additional fees for excessive usage. Business end users may also incur charges related to installation and recurring taxes, fees, and surcharges.
Privacy Policies
We collect and store information from various sources to provide and maintain service to our customers. Individually identifiable customer information, including usage data, is used solely to provide the service, improve user experience, manage our network, or as required or authorized by law.
We do not disclose individually identifiable customer information to third parties except as necessary to provide our broadband internet service, manage our network, or in response to legal requests. For more information on our privacy policies, please visit www.cyberlign.com/privacy.
Storage of Network Traffic Information: We store Dynamic Host Configuration Protocol (DHCP) information, which associates network traffic with specific devices, for at least six months.
Provision of Aggregate or Anonymized Network Traffic Information: We may disclose aggregate or anonymized network traffic information to third parties for managing our broadband internet service or as required by law.
